I would concur with most of what is being said, the issue for Penrith being that a senior side which sprung out of a local junior club just a few years ago continues to suck resources of every kind out of an area which doesn't really have enough for even one club.

It just makes things so much more difficult due to the lack of foresight by the powers that be at the time. Sure, encourage senior clubs to set up but only in areas where they are sustainable and don't take resources away from clubs that are already finding things tough.

How much more difficult would things be for, let's say SWS, if a new second division side sprung up from a junior club just up the road? The players, sponsorship and off-field resources have to come from somewhere, and let's face it, they are reasonably finite unfortunately.
