I think this was brought up a little while ago.

No Sydney player was selected in last season's national draft, and few are prompting recruiters' interests this year.

Like the theory, wonder how it would work in practice. Would Sydney parents really be delighted that a Perth AFL team was interested in their 14 yo son? Make more sense if they gave this responsibility back to the Swans I reckon.
