If Carlton can afford Judd then I can't see why Richmond couldn't. Judd may not have a choice if it gets to the pre season draft.
I think this is more about the Eagles trying to drive up the cost on Judd (rightly so) because the current deal represents highway robbery for Carlton. Some competition from Richmond may bring the #1 pick back into play.

Judd doesn't have to agree in any deal. Just because Judd has nominated Carlton has his preferred choice, doesn't mean he'll end up a Blue.
Just look at Nick Stevens. He's option was to go to Collingwood but the Power wouldn't deal with Collingwood, so Stevens ended up at Carlton in the PSD.
Don't be surprised if the Tigers get him, even if it's highly unlikely.
